Dr Alan Tubb, who specialises in economic affairs at University College London, said the report must be seen in context – with a focus on how much people really spend on their health and care.
‘This is not some sort of magic spending-by-the-gaps, magic money that’s floating around, a lot of which is quite expensive. This is based on actual spending and this can give useful information about actual cost,’ he said.
He added: ‘I would argue that it is much better that the Government spend some of these ‘loan’ costs on the best things.
